I have an XML file that I would like to manipulate. I need to have a program identified or made to enable this for me. The extension is zipxml which doesn't seem to identify a program.
There is a dev kit I believe was used to create the file. Here is a link to it.

Hello The file attached is corrupt. Can you send again. Going by your words, it seems that you want to open contents of a zipxml file via .net tool
