ASP/SQL Banner Ad System

I need a banner system to track, display, and manage banner ads. We have created the screens below so you can see how it should work. Music formats are categories, there will be one ad per category for a set duration of time, and ads will be displayed by category.

I need this built in ASP/SQL, and I need it working as soon as possible. Should be fairly simple.
