Build an ASP.net Website from a PSD design

Dear Freelancer,
We are looking for a skilled freelancer with ASP.net experience.
We are building a software package in ASP.net and have designed a User Interface for it. However, we need someone to implement our graphics from the PSD into a ASP.net website build up from ASP controls/ components. The active content and webcontrols will be programmed by us after you are finished. We are using development platform: Visual Studio 2012 Web Express so it needs to be compatible with that.
The website consists of 4 main forms selectable by live tiles placed at the top. The live tiles should function as selectors for the 4 forms. These live tiles also have webcontrols in them, the content will be done by us afterwards.
Form 1:
This tab has a layout and text fields requiring user input, some of which serve as input of the live tile 1.
Form 2:
Only has one large webcontrol in it.
Form 3:
This form contains multiple Tabs (up to 8) which all contain a different webcontrols.
Form 4:
Only has one large webcontrol in it.
The main window contains a background image, a placeable png logo and 5 buttons with events on them.
