Convert Static Email Template to Responsive Email Template

Hello. I am looking to have your team turn a static email template I purchased into a responsive one. It should be fairly simply since all you have to do is code the mobile-specific viewpoints. There is sample code to make it easier from other responsive email templates the template designer created.
The theme I want turned responsive for each of the 6 variations is:

All elements and all content blocks should be responsive, cross tested across all devices and all browsers using [url removed, login to view] or some similar service.
