Excel re-calculate Date from Milisec. input

I have solution to recalculate date from Millisec. do Date. this I do with powershell function "get-date 130956007334095445 -UFormat "%D %R"". Result is 12-26-15 10:52. Now i like to implement as excel function.
In my example i have insertet result after calculating with get-date Function.
please insert formula into green column.
