Build a Data Mining Website Application (web app) to extract data and run algorithms

My client requires a website to be built, which extracts data from an API (or possibly CSV file). The algorithms parameters are already set and will be provided (e.g. Neural Network - number of nodes, learning rate, etc).
It is your job to create a website application that runs the data mining algorithms on the extracted data set, and presents findings to the user (classification and regression).
A simplified example:
Record 1: (Classified as 'apple'), (Green predicted to be 9%), (Predicted to grow to x cm)
No web design is required, this does not have to look visually appealing.
You can run the project on your test server, before transferring to my clients server.
Regular skype calls to update client on progress are required.
A full technical and user manual must be provided, detailing the development steps and code must be thoroughly commented. A skype call at end of project may be needed to explain the application and help with handover.
An NDA (non-disclosure agreement) must be signed, and full IP (intellectual property) transferred to my client.
