We are alright with using a template the make the job easier. One template we found is [login to view URL] This is just a suggestion and of course are open to anything else you may suggest.
As far as the exact design, we are open for collaboration. We would like to see a mock draft design of the project before we proceed. Below are the essential elements we need for the site, however we can collaborate on the best means to produce these features.
EVENTS SECTION

LOCATIONS
This magazine has local content and universal content. For example the majority of videos and articles are universal meaning the apply to any location. However the business, photos, deals, classifieds, and events section are local meaning it must coincide with a location. We are currently only in one location however with this redesign we need to be optimized for multiple locations.
MOBILE RESPONSIVE
The site must be mobile responsive as 65% of our clientele is online
MOBILE APP
The quote must include creating a mobile app.
If you have any questions, feel free to contact me. We are looking for a developer who has experience in creating wordpress sites such as this who can provide examples. We are hoping this project can be completed in 1 month, however that is negotiable. We are motivated and reader to proceed as soon as possible. We look forward to hearing from you.
Attached you will find a detailed word document of what we are looking for. At the end of the document, there are a number of questions would liked answered from potential bidders. Please include the answers to those questions in your bid reply - this shows us you understand the project and have taken the time to show us your vision.

Two other files are attached, one is an excel sheet of needed fields for each module, and the other is a zip folder of screen shots of the current Staff and Admin panels.
