Build simple web

I want a simple website of 3-4 pages.
The homepage is a single fixed page with 2 columns: left half and right half.
- Left half of the page is "buy". The user can input the amount, and the web tells how much it cost.
- Right half is "sell". The user tells how much he/she wants to sell, and the web tells how much he/she will recieve.
These calculation boxes will need to retrieve the price from other webs or exchanges, and use those values to calculate my own price. The calculation has to be easily changable using simple arithmetic.
After users buy, the bank details will be given in the next page, and email will be sent to notify me.
After users sell, there will be a form in the page to ask for their bank details, and email will be sent to me.
For other pages of the web, they will be simple just for contact, trade history, and portfolio.
-The website needs to be fully responsive, and look amazing on mobile devices
- In term of content, I would need some cms, but the page should not look like cms. The pages need to be minimal: solid simple background color, square box to seperate section, and look professional.
- In term of managing, I need some kind of ticket system for me to keep track of buyer/seller, amount, and progress of the trade.
- Also, I need an easy solution to show beautiful graph on the web
- The web has to be able to display 2 language
