Android app that blocks user from making phone calls to anyone outside of a set of selected phone number

I am looking for building an app that :

(1) auto-start everytime the phone reboot

(2) lock down the dialer and only allow the user to make out-going call to a particular set of 5-10 phone numbers. Those 5-10 phone numbers can be changed upon inputing a valid password to the app.

(3) optional - accept calls from only 5 pre-set phone number. THose 5 numbers can be changed upon inputing a valid password to the app.

(4) optional - block all unknown calls

This app is built for kids and teenagers in mind, for them to make emergency call back to someone that they trust. I need the source-code for the project.
