Convert Excel Spreadsheet to nice Android and iOS App

I am looking for an Android app developer that can convert my excel spreadsheet into an iphone/android app. There are some variables and VBA code that is currently built into the spreadsheet and is mandatory in order to operate correctly. Part of the job will be to ensure the app is clean and suitable design wise. We have an exclusive network of clients who we would like to have access to this app, and therefore we need to create a login. If possible, we would like to be able to deny access to some of the clients based on their login name/password, i.e. if they are no longer part of the exclusive network.
Things to know:
1) We have a PHP website where we are able to control the username and passwords
2) There needs to be a feature to save and e-mail. We do not need the files to be saved on our server, rather on the users device.
3) There needs to be PDF or Excel Creation from the app's inputted information
Besides for the attached Excel Spreadsheet, I have created a detailed document of notes for structure and functionality. It will be available upon request.
