Android app for GPS tracking with UX design

I need to rewrite a Cordova app + Some new features to Native android app for which I have the Backend ready and its restful API.
1) Login (A Nice background image s well)
2) View my devices - API will return list of devices and their location info, that needs to be shown on Google maps (Optimised)
3) View my devices and manage my devices - Add, View, delete devices
4) Add speed rules and geofence rules (Ability to draw Polygon, Square, Circle on Map) and save the coordinates (API is already there)
5) Send request to track someone - Send a request on email and mobile number
6) View/Manage People you can track - API will return the list
7) View profile page (See the attached Cordova app)
8) App will also send location to a remote TCP server if there are anyone tracking the specific logged in User
9) Required help text on screens
Should support tablets also
- UI is very important so need people with good experience
