Android/ iPhone App - Share Me Music - Part Time position - Regular Work

I am looking for an app developer that can design and code all aspects of our mobile APP. We currently own [login to view URL] but it is really just a test of concecpt and now we need an APP that has the full functionality we are looking for.
I am looking for someone who is willing to partner with us and put in time as funds become available. We look to be able to afford $200 per month with the potential of more in the near future.

Mobile App Requirements
Quick Description of Needs
We require Phone Gap or similar Framework to supply both Android and iOS Applications.
It must be a Single Paged App (SPA) that closely Resembles the current website, [login to view URL] (with a few Changes). All Existing Features and Functionality is required, with some additions. A streaming Radio must be available at all times, and not interrupted as a user navigates our Site. Multiple User Roles (Fan, Artist, Label, Admin) must be available with the correct options available to each. Customizable Commission, and Royalty systems must be created as well as Add integration.
All Source Code for the current Website will be made available to aid in the Migration (currently the site is PHP, JavaScript, with a MySQL database).
