I need a fairly simple classifieds website.
Development will be any various phases, and for the purpose of the bidding process, I only included the first 3 phases.

Phase 1:
Design a database (MS SQL or MySQL) that would cater for all the features in the example website. Study the site carefully before deciding how much to bid.
Phase 2:
Make the actual website.
Not too fussy about the technologies you going to use, and you can make recommendations if you can justify them, and final decision will be made based on your examples of previous experience.
I would however prefer RubyOnRails or ASP.Net / SilverLight
For this phase to be considered completed, it should look and behave as close to the example as possible, and be fully functional. Therefore it should be able to go live, in terms of placing / viewing ads. Everything except for the features where sellers can make payments for increased ad exposure, or the part where buyers send emails to sellers
Phase 3:
Redo certain aspects of phase 2 by using AJAX as much as possible to improve the user experience.
No additional features at this point, just improving what is already there. Therefore:
*No refreshing of any pages
*Move ads up or down by dragging and dropping them
*Expand / collapse ad details
*Mark ads as favorites, or hide them temporary or forever.
If you feel you can achieve phase 3 directly, and skip phase 2 you may do so.
If I'm happy you will still receive half the money for phase 2 even though you skipped it.
If I'm completely unhappy / feel you changed things too much, without my approval (then we might have to go back and do phase 2 first)
The rest of the phases can be discussed at a later stage, but would typically include things like the ability to receive credit card payments, email among buyers and sellers, more funky features made possibly by using AJAX.
Extensive AJAX experience essential, and if you have done a classifieds website before, it will be a huge bonus.
I am not willing to pay by the hour, unless you have a way of proofing your productivity beyond any reasonable doubt (ie live video feed pointing at your monitor :-)
During the duration of the development, I would strongly encourage the following:
*Daily uploads of the code to the agreed repository,
*A "stable release" at least once a week.
*Email turnaround time of no longer than 48 hours
*A Skype meeting at least once week, or within 24 hours after I might have requested one.
Looking forward to meet the right candidate, for if he does a good job and creates something that makes money, he will be handsomely rewarded for future projects. Profit sharing on future projects might also be negotiable, but let's see how the first one goes.
