ASP.NET - Online Exam Website + Discussion Forum(repost)

I want a website created where users can register themselves and take a sample test.
The test control will need to have a few important features
1. It should not allow the users to copy questions from it (I know a Print Screen can not be stopped but a copy restriction is fine.). For that if its a way out, no issues or else, I wont mind a flash/Silverlight component to handle this.
2. It should be configurable as it should read questions, their answers etc from a pre-configured XML/ any other file.
This could further be discussed with the interested coder.
Back to the website.
A regualtion website with pages like Home, About, Contact, Sitemap, etc
Apart from that, I need a user registration module. I wont mind using ASp.NET Membership providers for it.
A discussion forum would be required as well. Using Any open source forum code or developing new one is left entirely to the coder.
The selected coder will work in close conjunction with me on more low level details of the website.

## Deliverables
For now, we would only have Free sample tests, but later on we wish to expand the website to include paid tests and hense we would like for the coder to be proficient with Payment Gateways etc.
Although its not compulsory since it would be a seperate project altogether, but it would be better since we would like to stick to a single coder.

I have had issues with previous coder with this project. So to be sure, I would first like to discuss the project in extensive details with the interested and eligible coder before starting off on the project. Plus, as the project moves on, there has to be a close talk between the coder and me before moving on with any item so that anything thats coded is finalized between me and coder and we do not end up troubling the RAC facilitators to get involved.
