Control Panel and Management Software for Server Company

Hi there,
I am looking for an experienced website and software developer who can produce a user/customer control panel and offline software management application for our website.
In short, we sell Dedicated Servers to the public and we require a user control panel from which they can manage their server(s), payment details, submit support tickets and messages, personal details and update their server with extras.
I can give a working example of a competitors control panel. I believe theirs is built using ASP.NET but I am sure you could confirm this.
As well as this, we need a admin panel to update the users control panels from as well as any other standard functionality.
Lastly, we currently have a Microsoft Access Datatbase offline which we use to manage our customers. It has very limited functionality and we would like to have this majorly improved and maybe linked in with the website?!
We are open to ideas and suggestions and I look forward to working with one of you in the near future.
