Bug Fix Magento Shipping XML Module

We have a custom module that communicates with our supplier via XML developed to give customers accurate shipping quotations on the Cart
Page and on the Checkout Page.
The module is supposed to quote customers based on there location and stock availability from the closest warehouse.
We recently had some development done to allow shipping quotations for items that are not in stock (zero quantity). The scope was
to give the quotation for the nearest warehouse to the customer, however when the developer implemented this ALL quotations are
now being done based on the closest warehouse regardless of the stock level.
Resolution:
1. We need to have the module adjusted to quote on the closest warehouse with stock availability
2. We need shipping quotes for products with 0 quantity to be done from the closest warehouse to the customer.
We have other projects pending and are looking for a long term business relationship. Bids that are inflated will not be considered.
All troubleshooting information will be provided upon awarding the project.
