building a dating website

I want a dating website to be build, similar to [login to view URL] with all the relevant functionalities:
- members can upload profiles and their pictures, the website must be able to hold unlimited numbers of profiles ie multimillion of profiles
- able send emails to each other within the website
- if other member contact them on their website, they will be notify via email from our website to let them know to log back to our website to check
- able to send kisses to each other or other default messages to other member
- able to chat via instant messenger within the website
- able to conduct voice and live video chat and speed dating function
- able to upload a speech bubble next to their pictures to share their latest news
- able to see which other members has view their profiles recently
- able to see how long ago another member has been active on the website
- able for members to search and return compatible members result to contact base on a variety of criteria ie language, hobbies, industry, etc
- once a member sign up and with their permission, their own email box can be sweep to acquired their friends email whom they feel will benefit from the website as well
- have feature like facebook where once a member becomes friend with another member on the website, the member will be able to see who are the other friends of the member that they became friend with
- have a ranking system where member can like other members and popular members will show a higher ranking
than others
- have other tab on the website where other feature news are listed along with affiliated marketing that members can click on
- the site must be internally friendly. Members can create their profile in their own language and upload profile in their own language and register their details to be a member on the website and create their own pin#
- have google ad set up on it
- the website will need to be build from scratch, with the entire website solution package i.e domain name, hosting, server, anti hacking solutions all set up and provide
- the website will need to be build in such a way that most future update, changes and administrative work on the website are simple enough to be operate and carry out even by a beginner computer user without requiring assistance from the web developer.
- the main page will need a logo to be design and the graphic and artistry need to be similar to [login to view URL]
- website builder must be based in metropolitan Melbourne area as I will need to be able to ring and even physically meet up with the builder to discuss and ensure the website will be build to meet my expectation
- website builder will need to be available to provide on going future assistance with the website
- total costs of getting the website build + entire website solution package ie register domain, getting server, hosting etc must stay within the project budget
- I am prepare to consider having the website build with a mixture of some customise part and other features being derived from open souce etc or having some of my above requirements removed to stay within the budget. However, the bidder must provide very clear explanation of what they are along with the price they put down.
- I must be entirely satisfy with the website and know how to operate it without the assistance of the web developer before I will make payment for the project.
