Coding from .psd to .xhtml or css template ready for a CMS

We need someone to take a .psd website design and convert it to css or .xhtml
The final coding must be ready to be used with a CMS, we'll be using 'sitefinity' ( [login to view URL] ) and our website will have shopping cart, staff and user login, loyalty program for our customers to log in and check points and reload cash onto their cards... so it will be a pretty advanced backend on the website.
We already have an IT company working on it and they only need all the css or .xhtml templates ready to build up the website.
We need someone very experience in creating these files and if located in Sydney will be an advantage so we can meet and explain how the website will work.
