Add shopping cart and change code to html website

I am in the process of redesigning my html website. It is not essential for the site to stay as an html website - you may need to save a few of the pages as templates and provide clear explanation of which code to add for all new pages. I need a professional to install an enquiry / shopping cart code like SimpleCart(js) and make changes to the code, design and css with clear instructions on how to add the code when I write new pages.
The cart is only to add items to an enquiry basket before submitting them via a contact form. It only needs to add the name of the item. Users can not buy anything on the website.
You will:
Add the cart and code to the website so it functions across the whole site [The website will only be around 100 pages]
Create an enquiry form that submits the enquiries
Ensure it works in all browsers.
As always, no Milestone payment will be made. Money will be paid on satisfactory completion. You can see the explanation on the attached file
