Civil design and layout for 3 floor hostel/mess

Hi.
we have a workshop and need to construct a 3lbasic 3 story building with dimensions of 55 feet by 45 feet. The building would be used for worker's accommodation (hostel type), rooms and a ground floor of kitchen, dining (buffet counter type) and storage room for kitchen stock etc.
The group floor of the building would be access controlled with magnetic door and have a dining area for 50 to 75 people to sit and eat meals served via buffet counter along with a closed kitchen and store area for kitchen supplies.
the 2nd floor should have hostel style accommodation with close bunk beds to accommodate as many people as possible comfortably along with providing enough toilets and bath area for the people staying
the 3rd floor should be double occupancy rooms with attached toilets.
I'd also require civil drawing for the building with technical specifications for giving to the contractor to construct the building as well. the building should be structurally sound.
