Configure SMTP in iis 5.1

I am trying to send out email in .net application in a development box. It is XP Pro version 2002, with sp3, iis 5.1 and .net framework 2.0

The mails are unable to send out, they sit the C:\Inetpub\mailroot\Queue folder. Each time I run the script, the email goes to the Queue directory. I believe my code is correct. The SMTP server is configured and please see attachment. I don't think is the coding because it works in the live server. So I need someone walk me through confirguring my SMTP .
