Pigment specialist needed - color development, matching, standards

Hello,
I'm looking to consult with a chemist/engineer that has specific knowledge in the realm of color pigments.
For example, Red 34, Yellow 5, Iron Blue, etc.
We're using pre-dispersed pastes produced by 3rd parties but we're having trouble getting uniform color from batch to batch (of our product) even with accurate ratios of the same batch of pigment.
I've read about color "development" and how the intensity of a pigment can potentially increase after some aggressive dispersing. For instance, page 4 of the PDF attached shows how pigments develop stronger color after being "Osterized" for a longer period of time.
I'm hoping to find someone that can work with us to develop the necessary procedures to maximize / control color development in our application so that we can confidently create new product batches with a consistent color to them.
