Long Term Virtual Assistant Needed

I am looking for a long term administrative assistant to join our company family.
This is a long term job that while might have variable hours initially, it can evolve to be full time.
Maximum hourly rate for applicants is $3, though candidates at $2 an under fee are much more likely to be selected.
Absolute Musts:
Very fluent English: We will be communicating primarily in writing, therefore the ability to understand complex tasks, and write clearly and concisely are an absolute must. While English does not need to be your first language (it isn't mine) it does need to be very robust.
Technical saviness: a lot of the tasks assigned will be technical in nature, therefore, technical proficiency is again a must. This extends further than just knowing how to use word. We will be dealing with large data sets, so extreme proficiency in excel, knowledge of excel which includes grouping by content, etc, is a must. Overall, the more technical knowledge you have, the better.
Ability to provide instructions in writing: You will be working with my team in quickly understanding a task (via skype, email or w.e.) and than provide very detailed instructions for others to complete a task. This means that you will need to be able to build on my instructions, and clearly provide a document for the person who is going to be doing the task.
Organization skills: You must be very organized. Each day at the end of the day i will need you to report progress on all outstanding tasks, and a summary of all completed tasks. You will need to be able to retrieve previous documents, keep good records that are clear, set appropriate reminders etc.
