Shopify & Google Tags Issue for PPC

Hello,
I am looking for a web developer to assist with a Shopify coding issue related to tracking Google PPC conversions.
Test conversions are not showing in Google ads. My PPC manager has tried to "tag" my website to track conversions from Google PPC but the usual process he follows is not working on my website.
Comments from my PPC manager:
" The above screengrab shows the conversion page, where the conversion event snippet seems to be firing correctly, but the base tag isn't on the page (the bit that involves pasting the code within the [login to view URL] file)
I also can't spot this base tag on any of the checkout pages at all. So the good news is that I know what's been going wrong, the bad news is I don't know exactly how to fix it. Is there any reason why the checkout process might be being hosted in a different place to the rest of your site?
Hopefully the test conversion will trigger it to be verified, but I don't hold a lot of hope. Currently trying to get the base tag to first at checkout by placing it alongside the event snippet, but shopify seems to have chosen now to break "
Is there anyone that can confidently help with this?
