CSS and HTML for an idea submission page and email

We are using [url removed, login to view] ([url removed, login to view]) to gather users ideas and requests. [url removed, login to view] allows account owners to redesign an idea portal and email format by providing alternative CSS and HTML definitions. The portal at it's current state can be seen here: [url removed, login to view]
The project includes coming up with CSS and HTML definitions for a specific design.
Attached are PNG files of the target design. The PNGs are [url removed, login to view] compatible.
Also attached is a spreadsheet listing all of the desired changes. Each line in the spreadsheet maps to a change.
The developer will be granted user access to our Aha account in order to test the CSS and HTML definitions.
The project will be completed successfully when the portal matches the required design and emails sent out also match the required design.
