Convert nested tables html page to CSS responsive & SEO optimized layout

We have an html page layout that is based on nested tables with background images to organize the content but that is not responsive.
We would like the html layout to be redone using CSS and html5 coding to keep the same look & feel but make it responsive for all devices.
The new page layout has to be SEO optimized and the fastest loading time possible (it is already very light).
Number of http queries have to be kept below 12 queries
Javascript and css files have to be optimized, aggregated, cleaned of unused classes/functions and minified etc.
Any other optimization is very welcome
We attach all the folders with images, javascript and css files and the 2 html pages layout (90% the same) so that you can see all the css/scripts that have to be kept and optimized
Please provide new html file and new folders with the minimum css and javascript files
