Create Java desktop tracking activity app

Description of requirements/functionality: To be shortly the app will track all local activities like which windows agent open and which websites visits, after that it stores it to local database. After each 10 minutes the app will send activities to the server by API and clear local data.
All api I will provide you. You just need to work on desktop application nothing else.
I am open for technology, but prefer if you can do in java, so that same code can be used in all OS.
