Android App for QR Scanning and Data Management

We need an app that allows us to scan e-tickets. The ticket number will be in a variable of a URL that the QR code holds. The app needs then be able to check against an internal database of tickets, to check if it's valid, and then all the ticket to be redeemed (and cancelled) if valid.
Other items:
- Need to be able to put it into local or online mode.
--Online mode will just open the URL contained in the QR Code.
-- Local mode will do the local database checking, and allow us to modify status
- We need to be able to sync the local database, with a remote mysql database. We will handle the online version, and output...we just need the app to send/receive in a friendly way. This will be to do an end of day reconciliation, and to reset for the next show.
This is the first app, and we're looking at doing more for our tradeshows if this works out well. Please advise.
