I would like an app when installed you can choose which apps can use wifi only, 3g only or both. Furthermore the app should be able to lock play store as well as block installing or uninstalling an app.

In addition, under settings the apps manager has to be locked as well so nobody can disable or force stop an application.

Should password protected.
