WebRTC Setup - Are you a WebRTC Expert?

I am looking for a simple webrtc video chat solution. I know that there are several demos and free source code is available but I have some very specific requirements. This project is for a dedicated and experienced WebRTC expert who knows how to setup everything.

I do not want a website, just the code to setup on my existing website.

It should not be more than 3-4 days work.

The code should be secure so no one else can download it.

This solution should work on mobile phones too.

I would like to have a quick discussion to sort out the requirements either on skype (its a must, I have had several wrong freelancers).
