Web Design for PHP Expert!

I need an expert to design my website (hand coded, not using free source). I already have website layout in psd and it is already sliced to html and css, what you need to do is coding for my website. You need to know Asp.net to help me to convert 2 little config pages of aspx to php.
My budget is $1000, please do not bid more than that because i won't accept it!
Here is how my website works.
1. Business directory: it allows business to submit their logo, info on our website. Users click on each logo to view the website and earn special price. (user clicks on it, it will redirect to the website of the business, there will be a special wheel for them to spin and user need to collect all letter on that wheel to get special price.) I already have the wheel made by flash and it communicates with website by aspx. I need you to convert that config file in aspx to php.
On the wheel, there is Point sections (config by admin in the config file), if the wheel stops at a point section, that bussiness's point will be deducted accordingly. Business want to have better rank in search result, they must schedule points they are going to lose per day (there will be some restrictions). So business rank in search result page depends on how they schedule their points.
Business can upgrade to VIP and Featured business status...
2. Classified page: it will allow users to post ads. User can upgrade to Vip ad, feature ad...
3. Community FAQ page: it will allow users to earn points, ranking...by answering question.... exactly like yahoo answer.
4. There will be lucky draw system: Admin will schedule date, time, amount of points of the draw, the more users stay online on the website, the more chance they have to win the draw. Admin will config like: 5 mins on website = 1 chance in the draw....
5. Users can collect points to exchange for gifts.
6. Banner Ad system
7. Business can buy Point package by our payment gateway. Business can use these point for transactions witin our website such as: upgrade vip business, vip ad, schedule point for business ranking....
8. There will be back-end for both users and admin
9. Admin can manage email templates, html pages, users, admin users (create admin group and assign privileges for the group) , menu bar, products, businesses, categories, banners, config of fash wheel, gift.... all espect of the website
10. Admin can create business, ads themselves without creating users for each business. Username will be generated automatically...
11. Email marketing. We collect users interests. Business can buy email marketing package and choose target to send.
12. Poll module: admin or user can create poll for their ads, user can vote polls to earn points..
13. Internal inbox, comment function for users to comment,reply on ads...
14. Language file: you can develop in english, i will edit it and save as a second language file which is in my language.
These are main functions of my website and i can not write in details of everything here (such as: what should have in register page...) . We will discuss further if you are interested int his project.
