Build a Website Interface to an existing software with APIs

I have an urgent project to be done for my client. He is about to lunch a mobile banking application and need the online banking for web developed. The application engine is ready and all the core functionalities done. The all the website does is communicate with the app through given apis for everything from login, view, add, edit etc... My client has the design concept in a powerpoint document i cant share now until i choose the developer to work with. This power point document is a story board capturing all the screens of the entire web application interface with explainatory text. There's also another document explaining all the features of the site and expectations.
So all i need is someone who can create the website design template from the layouts in the slides that will be given and build the entire website communicating with the core apis for all activities.
The App has 4 sections that we will call 4 phases. Phase one is what is needed right now.
This projects needs to be done in A WEEK.
