Develop Joomla based PHP allowing Visa and Mastercard payment

An existing site needs Mastercard and Visa credit card payment to be developed after services purchases are made using the 2Checkout php API. It also requires the freelancer to write the payment and other related info subsequently into mysql tables (this are already existing) when the payment occur, detailing the services purchased as well as specifying the start and end dates of services based on some business rules that apply to renewing of [login to view URL] the requirements will be provided. Credit card numbers should preferably not be kept by the system . Instead transaction ID should be stored instead.
Additionally there should be payment refunding to be included within the Joomla admin page (because only administrators can carry out the refunding). Refunding should be based on the transaction code referenced by the invoice number that will be selected in admin by the administrator handling the refund.
The existing site code and the Mysql databsese will be provided.
