CSV String to SQL Database

I have a string that is sent from my Tracking device that requires to be converted and entered into my SQL database. This should be done once the string is received.
I need to emphasis that there will be multiple strings being sent to the URL
The string looks like follow:
/[url removed, login to view],0,,S25 38.7066,E28 14.4893,0,1453.21,,,,,,,,,,,,,,,,,,,,,,
It is CSV separated
Basically I need something to monitor the URL and once a string is received it should update the SQL with the data received
