Extremely simple web app or server for uploading content

I have a very simple need:
1. A website or online server with the ability to upload one file at a time
(I have an account with Azure, please host on my Azure account)
2. Whenever the file is uploaded, it will replace the existing file on the server
3. The download link for the file should never change
In the future, I will likely expand this contract to include multiple file uploads, as well as additional functionality.
i will pay 10$.
