License Plate Recognition Software for normal IP-Cameras

We are looking for a software to connect to our IP-Cameras. It should be able to import the results into excel. Also there should be some way to add license plates to a white/black list which will trigger an alarm if these license plates are registered. If possible an SMS/email should be sent.
