Flask service to read a big xlsx with multprocessing

Hello I would like to create a service to read xlsx files, using parallel processing.
Parameters that the service should receive:
file = r'E: \ sasdata \ gesuc \ ci \ pricification \ generatorprofile \ APROCESSAR \ 1000000 Sales [login to view URL] '
tab = r'SaleRecords'
first_row = 2
last_row = C
first_column = 2
last_column = J
Cores = 4 (Number of processors to be used)
thread = 10 (Number of threads to be created to read the file)
I need to read the file and turn it into a data dictionary
the test files must have 1mm of records (xlsx maximum)
You can create sample files with many rows and columns, it is not necessary to have one of mine
