Wireframes to Bootstrap template for ADX Studio Portals

Hi Freelancers,
I'm looking for someone to work with for this initial project as well as some other future projects that can help us develop a corporate bootstrap theme as well as help us with styling specific components to match our theme. We operate a membership website, with about 50,000 members.
We are changing web platforms to ADX Studio Portals, and it uses bootstrap as it's theme engine, so we need to get something built.
We have an existing website, which will be supplied to the successful bidder, and all logos, images etc that are needed as well. We also have a graphic designer to provide any images required for the project in correct sizes etc.
We have a newly defined information architecture also, so that will be supplied for creation of the primary nav and dropdown menus.
You can see the wireframes in the attachments that will form the starting point for the theme.

I'm looking for something clean and corporate looking with an emphasis on good usability rather than fancy design gimmicks.
Firstly, i need a header, footer and primary navigation design done, so i can deploy to the site. This would be the a milestone.
Next we need some of the content 'rows' shown in the PDF's.
Each row will go into the site separately, so they will need to be provided separately please. I'm happy to discuss how the milestones for this would work, either one milestone on completion of all the rows, or several milestones along the way.
