Arduino programming

hello,

I need help in project I have, I need help in programming part of this project. The project is to design WWV under the following specification

WWV time receiver that will receive the 10 MHz WWV transmission and lock on the time. It will check the time every two hours and then give an audible beep and visual indication( in text) that it has received the correct time. The time will be shown and then show how far off it was in the last two hours.

I have few links that I have to follow to do this project, first of all the programming language that good to used is Arduino.

Small mistakes will cost me a lot, so make sure you know how to do it.
