Chat program

Need in a web based language such as a PHP script etc which can be used on Internet explorer or Netscape browsers. voice/text chat program with video Conferencing. must allow for simultaneous voice and text chats with video. This chat program will be used for English and Japanese language classes which are going to be held online. It must support both japanese language and english. Must provide all code and copyrights to chat program. Should have some basic avitars Smileys etc,nothing fancy just keep it simple. Would like Something like [url removed, login to view] You can use a GNU pre-existing code as long as you know that it can be used for commercial purposes and provide the original source code.
