Barcode-reading system + thumball image of the pdf uploaded

Another company is developing the website "Marketplace for buying and selling tickets" for me at the moment. Unfortunately they can’t develop all the functionalities that I want. One functionality concerns a Barcode-reading system + thumball image of the pdf uploaded. This functionality prevent that’s possible to upload two the same e-tickets, with the same barcode and that people can see the uploaded pdf-file.

I don’t have a lot expertise about developing, but maybe I found a website that you can use:
