Design/Content Management for Website with Searchable Video Clips

I am looking to build a website through which a user can search a database of 4-15 second video clips, bring up all matches, and allow the user to play the clips as a play list.
High-Level Requirements:
1. Basic website with search boxes, with auto-complete for fixed values.
2. Ability to upload video clips and attach necessary metadata (matching the fixed values mentioned in #1) to allow for search of the clips.
3. Allow search results to be arranged in a way in which clips can be viewed as a playlist.
