Portable application for windows that obtains data from a url and saves it to a server

We need a portable application for Microsoft Windows (we are going to run more than one application at the same time with different data source urls) that performs the following processes:
1) Obtain a data list (in plain text) from a url
2) Copy and paste this data into an html file
3) Upload that html file to our server.
That loop will be performed every 60 seconds with the same data always
Data we have to enter in the application:
1) url where the data is obtained
2) ftp access data where the file is saved
3) time between each dive (in seconds)
The visual presentation of the application is not important
