Record and playback Chrome Extension

Looking for an experienced Google Extension developer to establish a relationship with as we have 2 more extensions to develop after this one.
The extension is to record what the user is doing in Chrome and be able to play it back (ex. start RECORDING: go to [login to view URL], click on search box, type "what is today's weather", press Enter, wait for page to load, scroll, click on 9th search results page: STOP recording). When user plays it back, the extension will open a tab in chrome and will repeat the steps that the user has taken.
Check out the Katalon extension, the idea is very similar

Please note: I do not want an altered or exact version of the software, but something build from scratch. No copyright infrigement.
A couple things:
1. You need to support various page codings (UTF-8, ISO-8859-1, etc)
2. You need to support page scrolling
3. I am providing a mockup of the page (logo and server icon will just take user to a web address, the rest is pretty straight forward). We will use a standard UI (darker theme would be great).
To bid, please provide links to extensions you have developed and your ballpark price based on Katalon example/mockups. I will provide detailed specs once we get a conversation going.
