Fix Newsletter Module in Oscommerce

Having issues with the newsletter module Newsletters and Subscribers on my site. Recently changed server and since then the 'Newsletters and Subscribers' module has not been working properly. It appears the newsletter is not being received by some customers on the mailing list, and other email address which have been long removed from the mailing list are now receving the newsletter even after the email address is completely removed from the site.
As well as this, after a back up of the database was done to try and solve this issue, it has now put question marks into hundreds of my product listing headings and this needs to be resolved.
