Make this type of Website for me

I am looking to have a site built for the Yu-Gi-Oh! trading card game. I want to create a site, which players can go on and trade card and build a reputation by trading online. I also want a level system added in, so the higher the level, the more trusted the person is to trade with. Refer to my rough sketch below, to see what I am talking about(I'm a horribad artist). I would also like to have a ranking system, so for those who donate, they are donated trader.( I would like to have the ability to customize that from my admin page). I would like to have it setup, so they are newbie's and those who are verified traders, but like I said, i would like to have that option to customize.

On the main page, I want a sign-in and register setup, along with a forum link. I would like to have a forum added with it, if possible. On the right side of the main page, I want to have the top traders by Day/Week/Month. So for those who have traded alot will be automatically added on their. On the left side of the page, I want somewhere, where I can post up articles that extended bigger when clicked on. I would like to have a way to add in the articles, easily.

After they signed in, I want the user taken directly to their trade page. (See the drawing on how I would like it). I want their name/trader level/rank and Trade Link(see below). I also want in BOLD green under that, where they can click on the following options:

-Setup Trade

-Cancel Trade

-Recieved Trade

VERY IMPORTANT:

I also want to the trader to have a link, in which others can click on and it will show his stats. Here are the following:

Trader Name

Trader Rank

Trader Level

Sucessful Trades

Bad Trades

I want the following actions done for each:

setup trade- they are taken to a page where they have access to type in what they are trading for and what they are [url removed, login to view] that is done, it is saved for further review.

cancel trade-I want to have them have the ability to cancel a trade that is ongoing.

recieved trade-I want them to click on this, click on which trade they recieved the cards for and then I want the system to add in 1 point to the trader.

I want it setup, so that 10 points, gain them a level automatically.

I would like the forum to be basic, left for me to moderate. Of, if possible, leave/show me the option to add in an external link, so that I can add in my own forum,which would be even easier. I would also, like to have the ability to add in ads for the site. But not when I initially launch the site, that would be done afterwards.

This is what I would like done for now. I would like this created and made easily for me to upload via ftp to my site. I will either do it or you can, it does'nt matter, just as long as its working properly when it's uploaded to my site from filezilla. If this site is done properly and is working fine, I may hire you to do more work on different things for the future of this project. At the moment, i want the site up and running as soon as possible, so time is definetly a factor. I will award the project to the person who can do this fast and do it right and not be a hassle. I would like to have my customization options for the site as well integrated, who can guarantee me that and not have me learning c+ would be great!
