A Very Good Cakephp Developer Needed to do a correction on a project

I have an application that was built in 2010 with CakePhp, right now, the application is throwing some errors like "You are not authorized to access this location", and new users are not able to register on the application anymore, it will tell them their emails already exist, whereas it doesn't exit.
I therefore need a VERY GOOD cakephp developer to look into this application and also do any required updating and finetunning if needed.
