Software Development for a University in the Philippines

Consolidation of 26 web-based in-house applications and two main databases at a university in the Philippines.
The idea is to aggregate the above into four modularized application using only one database for storing meta information.
Authentication is supposed to be handled entirely using LDAP. As a streamlined interface LDAP eases the pain of managing identities across all services offered within the university's infrastructure.
The goal should be to work locally with our team here in the Philippines rather than remotely. It's a fairly complex environment with the chance of widen your skill set.
Budget depends on negotations.
