need a simple vote system

hi im making vote for most buitiful kid

to fit into my site here

so i need block with 4 image of kids and the user select on the picture of the best kid

so his vote count and to be with cookies

that no second time vote allowed

iwant hover style on image and little design

need to be as iframe and good comptibility with all browser
