CakePHP Configuration Troubleshooting

We have an existing website that runs CakePHP and a shopping cart system through a unified template. I am setting up a development server and have run into a "Missing controller" error when trying to access the shopping cart system through CakePHP. However, this setup works perfectly on the production server. I suspect that anyone familiar with inner workings of CakePHP configuration might be able to figure this out in a few minutes since as mentioned, it works correctly on the production server.

I need someone who is proficient in CakePHP to troubleshoot the error. More CakePHP and PHP projects in general will follow for any developer that is interested in continuing work on a weekly basis.
